No, not the same thing at all, as there are no permits issued in anywhere the U.S. for the hunting of domesticated dogs for sport. As for the food comment, I would wager that less than 3% of Americans eat, or have eaten dog meat on any regular basis, and the 3 % whom have are most probably naturalized citizens from Asiatic or African countries.
In addition, dog skin is not used in the commercial manufacturing of garments, shoes, or fashion accessories anywhere in the world, so you're entire premise for argument is completely faulty, illogical, and quite frankly, highly disturbing.
