Austin, TX – He kidnapped the 9-year-old girl as she walked to her school bus stop the morning of September 24th. He threatened her with a knife and forced her into his truck, threatening to cut her if she didn’t stop screaming. When he got the child back to his apartment, he tied her hands with dish rags and stuffed her in a closet. He fed her toast with jelly and some ravioli. After holding the child for most of the day, registered sex offender Charles Butcher let the child go, relatively unharmed and untouched, after she told him, “It’s time for me to go home.” At about the same time the child’s mother was calling police to report her daughter missing, Butcher was releasing the girl. Officers spotted the child about 30 minutes after her mother called 911. According to police affidavits, the child told officers that she had seen Butcher pass her by that morning and return a short time later. He approached her from behind, covered her mouth, lifted her from the ground, and forced her into his truck. She tried to call for help on her cell phone, but Butcher took it and destroyed it. She was able to give a detailed description of her abductor, his vehicle, and his home. According to the arrest affidavit, detectives from the sex offender and registration unit linked Butcher to the kidnapping, but exactly how they made the connection is unclear.

Turns out, Butcher is up to old tricks. Back in ‘91, he was convicted for the aggravated sexual assault of a 9-year-old girl in Korea, where he was stationed in the military. In ‘95, he was convicted of abduction with a weapon in Ohio (Based on a translation of Ohio state law, the offense in Texas would have been solicitation of a minor). Butcher made parole in ‘04 with special conditions that he not be around children. After the ‘91 conviction, Butcher was required to register as a sex offender for life – which he has failed to do. Once this story hit the media, his neighbors started to talk. “He knew every girl’s name in this immediate area,” neighbor Don Rogers said. “He didn’t know any men, but knew every girl and every dog’s name of those girls. It was strange.” Yes Don, that is strange! Strange enough that Don is fixin’ to move now. “When it happens right in your back pocket, it’s something you’re not going to forget for a very long time, a very long time,” he said. Amy Denny occupied the apartment directly under Butcher. “I told my friends when I moved in the first month that if anything happens, check the guy upstairs because he gives me a weird vibe,” she said. Authorities also believe Butcher is a peeper. Austin police said that they had received two previous reports that Butcher was peeping through neighbors’ windows – a resident reported a man looking through her windows in AugustAugust reviewsAugust reviews, but police Lt. Mark Spangler said that may not have constituted a crime. Spangler went on to say that while Butcher may have been peeping through windows, it’s not clear whether he was doing it for sexual gratification, which is required for criminal charges under state law. Well, I’m sure he wasn’t doing it because he wanted to check out her interior design skills.

    As much as I hate to say it, I am impressed that the didn’t rape this poor girl. Obviously it is only a matter of time before he does, so they still need to keep his ass in prison where he can get all the perverted sex he wants. No babies in prison?? Too effing bad!

    This has been all over the news as I live in Austin. The police chief said this younger was very smart, and remarkably remembered many details on the perp his home and other things in the vicinity. I’m beyond delighted this young girl made it out of this relatively unscathed. I’m very proud of her as is all the people of Austin.

    As much as I hate to say it, I am impressed that the didn’t rape this poor girl.

    I have to admit I agree with that. It’s like he didn’t have the guts to pull it off. I wonder if it was guilt and shame with some moral or he just decided to cut his losses when he got caught. My guess is the latter, kinda like you know when you are had, why make it worse? Of course he is in such deep shit, maybe it almost didn’t matter. He is a piece of crap and i am glad the little girl is safe.

    I live in Austin and the apartment complex that he took the little girl to is where one of my co-workers lives (2 buildings away). She was completely freaked out when I told her about it. It freaked her out even more when she found out when out that he had been peeping into apartments. Fortunately she lives on the 2nd floor.

    That little girl was so brave. She did a lot to make sure that the police could find her abductor from remembering the vehicle he drove to specific details about the decorations in his apartment.

    I agree with Abroad, she was indeed, very brave, and quite smart too. Despite being tied up and shoved in a closet, she had the presence of mind to memorize all the details. Cool kid.

    As much as I hate to say this, he probably needs to get some lesser sentencing because he didn’t actually rape her. Before you get all mad at me, think of this – in Florida, many years ago, rapists were allowed to get the death penalty. What they found was that instead of simply raping their victims, the rapists would then kill them. It lowered the possibility of them getting caught, and the ultimate punishment was the same.

    These pervs know the laws. They follow these cases even closer than we do. And if they see that they would get the same punishment for kidnapping a kid as they would for raping her, none will have any incentive to allow whatever shred of morality to take over.

    That said, he should have been imprisoned for life – no parole – for the first rape.
