Fayetteville, ArkansasJill Ulmer, 26, had a restraining order in place against her ex-boyfriend, Ricky Anderson. On Friday, May 26, Jill placed a call to 911 to report that Ricky was in violation of that order. He had been harassing her and was outside in the parking lot. When officers Ken Willyard and Cpl. Chris Scherrey arrived on scene, they saw a “dark, shadowy figure” enter the apartment before slamming the door. Then, the screaming started. The officers attempted to forcibly enter the apartment, but were unable to get past the heavy-duty steel door. After one of the officers busted out the living room window, they observed Ricky punching Jill and attempted to tase him. The taser failed to hit it’s mark. It was about then that the officers noticed the knife in his hand.

One officer stated that Ricky could be seen “bobbing up and down” as he repeatedly stabbed Jill, kinda like that Whack-A-Mole game. They drew their weapons and attempted to shoot over the couch at the suspect, and continued  to shoot until Ricky abruptly ceased with the stabbing. A total of nine shots were fired. The officers thought Ricky had been hit. However, when they entered the apartment, they found him sitting on the floor next to Jill’s body, a knife nearby. He had escaped the bullets unscathed. Jill wasn’t quite so lucky. The ME’s preliminary report indicated the cause of death was “25-30 stab wounds and a gunshot wound to the head.” It was further revealed that a knife wound had severed a major artery in her abdomen that would have caused her death within minutes. Jill Ulmer was about 2½ months pregnant with Ricky’s baby. Does it get any more fucked up than that?

After an internal investigation, both officers were cleared of any wrongdoing. Neither will face any disciplinary measures. Ricky Anderson, 41, has been charged with second-degree murder.

    What a shame, that in Arkansas the fetus has to be 12 weeks old in order to get a murder charge for him killing it. According to her friends Jill was only 8 to 10 weeks along. Hopefully they will convict him as a multiple violent offender and get the maximum sentences allowed. Also he only did 10 years for a 25 year sentence so maybe they can tack on the other 15 years. Either way I just want the sick sack of shit to go away for a very long time. He is 41 now so he needs at least a 35+ year conviction , with out parole.

    Threet said that if a fetus is older than 12 weeks, a second murder charge can be pursued in Arkansas. Younger than 12 weeks, it cannot.

    In this case, according to the preliminary autopsy report, the fetus was less than 12 weeks old so, under the law, he cannot charge Anderson for that killing.

    Ulmer’s case

    In Ulmer’s case, two orders of protection were filed, one on Feb. 5 and the other on June 8.

    In the first application in February, she said Anderson smoked crack in the apartment. She took photos and called his parole officer. She confronted Anderson, and he became angry. She told the landlord, who forbid Anderson from being on the property. She said Anderson threatened her.

    Fourth Judicial Circuit Judge Mark Lindsay granted a temporary order of protection that day, but eight days later Ulmer asked that it be dismissed. She stated that Anderson did not respond “to my calling his parole officer like I expected. He realizes his mistake and chooses to start doing and acting right, and I want to be able to help him by emotional and spiritual help.”

    On June 7, Anderson was arrested for destroying property in the apartment. A police report states Ulmer came home that day to find $1,650 of her belongings destroyed. She called police. Anderson was arrested in connection with felony first-degree criminal mischief.

    Ulmer filed another petition for an order of protection the next day, June 8.

    She claimed Anderson raped her on June 4. No charge was filed, but Anderson remains a suspect, according to police reports.

    “He told me if he ever saw me again, he’d make it where no one else would ever want me again,” she wrote in her petition.

    Lindsay again granted a temporary order of protection.

    Anderson remained in jail until June 18 in connection with the criminal mischief charge, and posted a $3,500 bond.

    The next day, Ulmer was at her job at Terminix on North Shiloh Drive when she called police, saying Anderson texted her and left a voice mail.

    Anderson was arrested at his Farmington home, 68 Wilson St., in connection with misdemeanor violation of a protection order. He posted a $1,000 bond and was released.

    Maybe Tyrone will shank his ass and save tax-payers some money and a public defender,his time!

    i live in Fayetteville and actually work with a woman who went to high school with Jill. they (her and ricky) had been seeing each other for a while, and nobody thought it was a good idea. he’s about 15 years older than her and it was one of those sick relationships that involved fighting, calling the police, and then getting back together….while all this happened he was on parole from OK. there is speculation now that he is married to another woman although if its true or not i do not know.

    I am also a local in Fayetteville and am happily informing you all that they have bumped his charge to Capital Murder. He actually pleaded not guilty.. Can you believe it? I hope he gets what he deserves.
