Cedar Rapids, Iowa–Donald Peppers is a skeevy motherfucker, folks. Not only is he a skeevy, nasty perv, he’s also a retarded perv. Peppers, operating online under the handle “illinoisdonboy31″, recently hooked up online with what he thought was another perv. The two began chatting on a sexually explicit web site on May 17…the chats later moved to instant messaging. Peppers started sending his new friend pictures and videos of young children being sexually assaulted by adults. He also shared a little secret with his new friend…he’s been fantasizing about abusing a 1-year-old boy who was often left in his care.

Peppers told his friend that he was growing increasingly frustrated at the fact that he didn’t get to spend enough time alone with the child before his parents arrived to collect him. He sent his friend a couple of non-pornographic photos of the child he was fantasizing about. Peppers also felt comfortable enough with his new friend to share his vile disgusting dreams about baby raping. In one message to his new friend, Peppers mentioned buying a baby from a drug addict, so “we could do whatever we want with him.” On June 1, the conversations took a whole new disgusting turn. Peppers wrote, “I send you something, you promise to never ever share it?” He then sent his friend a video file showing him fondling the 1-year-old child he was babysitting. Thank gawd his new friend was actually an FBI agent trolling the net looking for pervs. That FBI agent hit pay-dirt with Peppers. After tracking him down through his internet provider, agents were able to serve a search warrant on Peppers’ home. There, they found an extensive collection of DVDs, photos, and video tapes containing child pornography.
Donald Peppers, 35, now faces federal charges of manufacturing child pornography and two counts of distribution of child pornography. If convicted, he could spent 15 to 30 years in prison.

That’s what I was thinking, RA. Gross looking asswipe–matches his personality. I always feel sorry for the FBI and cops who have to deal with fuckwads like this guy. It would be so tramatizing to view the horror they have to watch. I’m so grateful that they’re willing to do so in order to bring creeps like this in.

I got an issue with this one. Would it not be the duty of law enforcement to alert the parents of the 1-year-old immediately? Or in some way, did they allow the child to be molested, just so that they could have a solid case against Pepper?

UGH, fucking disgusting!!!!!! I’ll bet the parents are never letting their child out of their sight again. I don’t care how well I know someone…I’d never leave my kids alone with a male babysitter. Not to say that women don’t do this kind of nasty shit, but the odds sure increase with a man. God, that line about buying a baby from a drug addict made my blood turn cold. I don’t want to be such a paranoid mom that I smother my kids, but jesus, there are some sick motherfuckers out there.
Why aren’t they charging this asshole with abusing the baby, though? I don’t get it.

Did the FBI, actually know who the parents of the child were? It’s highly unlikely and I’m sure the Agents were desperately trying to find that out before skervypervy Peppers could do what he did….
Because their evil, vile thoughts and behind closed doors perviness eventually comes out through their skin!! Nasty!!

I’m glad this guy got caught and the others before him. It does take a special person to do that job, but I can’t help but think of all the other assholes getting away with this. I guess I just need to stay posotive. One down….many more to go.

I had the same initial thought, but I’m not sure what they could do. People can’t be arrested for thinking about committing crimes, and conspiracy requires that certain steps be taken by the criminal towards commission of the crime. Simply saying that he was dreaming about XYZ would not be enough.
Passing the porn MAY have been enough to grant the warrants necessary for the authorities to track him down and possibly track the parents of the boy, but if the porn was passed from another site, it might not be strong enough evidence to convince a judge. And, again – there MUST be an imminent threat to take further steps, such as notifying the parents.
I am not saying that what happened is right, but we have laws that need to be followed that protect all of our rights, and sometimes those laws protect criminals too.
Now, I just hope that he gets life in prison – general population please.

I would also add to that, however, that, constitutionally, law enforcement officers have no actual duty to protect you. Even if they have knowledge of an imminent crime, they have no legal duty to prevent it. Sure, they often will and depends largely on the policy of the specific department, but not because they are bound by law. It is not unheard of for them to let crimes happen in order to get charges that are guaranteed to stick.

1) They found him through his IP address so they could have done it before he molested the child.
2) Well before the molestation of the baby it says: ” Peppers started sending his new friend pictures and videos of young children being sexually assaulted by adults.” Child porn is a HUGE offense and he had him right there.
