In December(2008), Brooks pleaded guilty to class A felony neglect of a dependent resulting in death.
She also pleaded guilty to class B felony battery resulting in serious bodily injury to a person younger than 14 years of age related to the physical abuse of Kalab’s sister.
As part of her plea, she is to be sentenced to 35 years in prison for the two charges and had to testify against Lay.

More than 17 months after Kalab Lay died, a Clark County jury of eight women and four men decided his father was to blame.
Terry Lay could be sentenced to up to 100 years in prison for the beating death of his 3-year-old son and neglect of Kalab’s twin, Kayla.
After about three hours of deliberation on Friday, the jury found Lay guilty of reckless homicide, a class C felony.
The 42-year-old also was found guilty of class A felony neglect of a dependent and neglect of a dependent resulting in serious bodily injury, a class B felony.
The class B neglect charge was for the treatment of Kayla.
The jury also debated whether Lay is a habitual offender, which would add 30 years to his sentence. But that process was short-circuited when Lay, after the verdict was returned, admitted to being a habitual offender.
Lay has several previous drug-related convictions, including possession of methamphetamine, manufacturing meth and possession of cocaine.
He also has prior convictions on such charges as battery, resisting arrest and neglect of a dependent.

The autopsy showed the trauma to his head resulted in bruising, swelling and bleeding of his brain, which created enough pressure to damage the brain stem.
An autopsy report also noted Kalab suffered widespread bruising and abrasions at different stages of healing and a retinal hemorrhage.
He also had pneumonia and thin, sparse and missing hair.

Kalab Lays death sparked a debate about DCFS’ handling of all abuse cases. There is a bill, being introduced to Indianas legislature for a registry of of those convicted of child-selling, neglect of a dependent or battery upon a child. It is being called Kalabs Law.
I have not found “online” a transcript of Kalabs Law, so I have not read the specifics, but it seems like a good attempt at keeping abusive (convicted) parents from having custody of any new children or becoming involved with someone that has children. It would be nice for singles to be able to look up in a registry, a child abuser, like the RSOs.

No, wait, at last count, I think she had nine kids by 8 different babydaddies. And she was an alcoholic, not a crackhead. She may have done other drugs, but her favorite was the booze. So sad, and so sick, that the judges keep giving these kids back.

Still here in VA. I gotta little kick out of the situation. Not the kids, but that my ex (who really did me wrong) has to deal with her for the rest of his life.

I agree with you. Especially when they have lost MULTIPLE children due to their worthlessness. I used to work for a law firm that represented children that were abused or neglected. These people would have 10 kids all physically and/or sexually abused and neglected, and the judge would want to give them back! What for? they only had the kids so they would have welfare money to use for more drugs.

SS kept giving them back, back and forth. Well she now has 8 kids (FUCKING 8 kids) with 7 different babi daddy’s. Has custody of none of them and continuously takes their fathers or SS to court to get custody. She need them you see to stay on state assistance. I say Spay her and adopt those baby’s out. What the fuck kinda life is it for kids? Aren’t we suppose to be protecting them?

My friend is a social worker, she always used to do the reunification visits. She believed in them, I didn’t. We argue about that all of the time. I saw lose your rights and that is it. Mostly, all of the visits were for drug addict parents, btw.

ohhhhh….but these piss ant judges believe in “family reunification.” I don’t understand that, I don’t think I ever will. Also, even though these kids went through hell, they will always love thier parents and think that they did something wrong for the abuse to happen to them. It just makes me sick.

Note to judges: If a parent has not been clean from meth for YEARS, PLURAL, then you should NOT give them their children. Methamphetamine makes it hard to bond with your kids and easy to kill them due to the parts of the brain that are affected by meth use.

Meth makes people horny and violent. Meth makes people seek new and interesting ways to abuse children, physically and often sexually. Meth makes parents see their children as objects, not people, and damages or destroys the bonding pathways in the brain. Where there is meth use, there will be child abuse or neglect almost certainly.

Can people really be THIS stupid, and still be capable of functioning? Is it even POSSIBLE? I would think that someone with an IQ barely higher than a rock would be in a permanent vegetative state, and unable to function as anything other than a paperweight.

Kristin Lay said she does not believe Brooks was abusing the children either, but said Brooks might have used a flyswatter to spank them and might have washed out one of their mouths with soap. But Lay described those actions as discipline that did not rise to the level of abuse.

These kids were abused. One was abused so badly he DIED! But neither of the parents would ever hurt them? Is this bitch smokin’ crack, or shootin’ smack? She’s sure as hell high on something. Apparently she believes that the injuries to the children just spontaneously appeared.
