Well, he was in prison for the parole violation. The DNA results came in on Wednesday. He was going to be charged with sexual related charges regarding the girl, and now they are looking at rape charges on top of those.

I'm assuming the ability to conceive and carry a child to term indicates that she had, in fact, reached puberty. Puberty is occuring earlier and earlier -- it shocks me to hear how young most girls are when they begin menstruating these days. It's changed substantially in just a generation or two.

I read this story imp few days ago it was on cincinnati.com headline 10 yr olds baby dna test results are in.

girls mother may have been given supervised visit with the assumption its in the best interest of the child. I bet no contact with her mother would be devastating at this time. no mom no baby living in a different location all at once... yes very sad. removing her daughter and grandbaby is the punishment for the JFS violation I suppose.

When the caseworker found Chaffer in the home Jan. 4 – a violation of JFS’ order that no men be in the home – they arrested him on a charge of obstruction of official business. Chaffer pleaded guilty to that charge the next day, which violated his probation on an earlier drug charge. As a result he was sent to prison for one year. + he most likely will be moved and given - Sex with a child under 13 is considered statutory rape, a crime punishable with a life prison term.

As JFS investigated the case, several relatives of the 11-year-old girl contacted the agency saying Chaffer sexually abused the girl for a “period of time.”

The hearing Thursday was scheduled to discuss whether the 11-year-old girl's mother could visit her. She did not show up, prompting Magistrate Charles Milazzo to deny the 43-year-old woman visitation.
Michael Chaffer, the man accused of sexually molesting the girl, was charged last week in Hamilton County with two counts of rape and a charge of felonious assault. Prosecutors are seeking a life prison term.
Chaffer is accused of having sex with the girl several times when she was 10. The girl gave birth Nov. 4, setting off an investigation.
While Lockland police investigated, the 11-year-old girl's mother was ordered to have no adult men in the house, an order she violated by allowing Chaffer into the home, according to police.
The woman remains under investigation, prosecutors said.
Chaffer is serving a year prison term on an unrelated drug charge.

Man who impregnated girl, 10, guilty

In many ways, she’s a typical 12-year-old seventh-grader.
She loves computers, school and church – but she’s also a mother.

“She doesn’t even talk about the baby,” her aunt said Monday, after the man who impregnated the girl when she was 10 confessed and was sent to prison for 28 years.

The aunt and uncle, with whom the girl lives, were in the courtroom Monday of Hamilton County Common Pleas Judge Dennis Helmick, who presided over the case of Michael Chaffer. Chaffer, 41, pleaded guilty to felonious assault and two counts of rape.

“Society is here to protect those least able to protect themselves,” the judge told Chaffer before sending him to prison for 28 years.

Chaffer began having sex with the girl – who is the daughter of Chaffer’s girlfriend – when she was 10. DNA tests showed that Chaffer was the father of the girl’s baby born in November 2007 when she was 11.

The girl’s aunt and uncle moved from Nebraska to Forest Park so they could get custody of and raise her.

Except for the fact that she gave birth to a baby who now is 14 months old, the girl is remarkably unremarkable, her aunt and uncle said.

“She’s doing really well. She’s going to counseling. She’s doing well in school,” the aunt said. “She’s just your normal 12-year-old.”
Chaffer accepted a plea deal that allowed him to avoid a maximum prison sentence of 25 years to life. The benefit of the plea to him is he doesn’t have to worry about possibly spending the rest of his life in prison.

It benefited the girl, assistant prosecutor Megan Shanahan said, because it ensured she wouldn’t have to have to testify and relive the experience or worry about Chaffer being freed.

“Now we’re guaranteed that this animal will serve every day of his 28 years,” Shanahan said.

The baby the girl had is in the care of another set of relatives out of state.

“She’s still a child,” her uncle said of the 12-year-old.

She’s impressed her aunt and uncle by talking about going to college instead of changing diapers

“That part of her is gone. She’s not using (her pregnancy) as a crutch,” her aunt said.
They’ve told her that she should live her life and not worry about her baby and contact if she wants when she becomes an adult.

The girl was 10 when she started having intercourse with Chaffer. She became pregnant at age 11.

Social workers had told Chaffer’s girlfriend to keep all adult males out of the house but she allowed Chaffer to live there anyway. Chaffer kept the girl quiet by threatening to leave her mother if she told anyone they were having sex.

Chaffer, an 11th-grade dropout, will be 69 when his sentence expires. He must report as a sex offender every 90 days for life. Police arrested Chaffer on the case when he was in prison serving time for an unrelated drug conviction.

Prosecutors aren’t seeking charges against the girl’s mother – at least not yet – because they can’t prove she knew her boyfriend was having sex with her daughter or that her daughter was pregnant until days before her birth.

On the day a trial was scheduled to begin for a Cincinnati man charged with raping his girlfriend's 10-year-old daughter; Michael Chaffer instead opted for a plea deal, giving him 28 years in prison.

Chaffer, 41, pleaded guilty Monday to two counts of statutory rape and one count of felonious assault for raping the daughter of his girlfriend two years ago in Lockland, impregnating the girl.

The agreement guarantees he will spend 28 years in prison with no chance for parole.

Judge Helmick says he intends to see Chaffer do every day of those 28 years.

On Monday, assistant prosecutors say the effect of a difficult trial on the child had to be considered.

Megan Shanahan, Asst. Hamilton County Prosecutor said, "In this case, there was a young victim involved. She was 10 at the time she was impregnated......it's just not fair to put her through that."

Shanahan also says that both the 12-year old rape victim and her now 14-month old child are now staying with separate out-of-state relatives and doing well. Earlier juvenile court hearings ruled that the 12-year old mother could have visits with her baby.

Even after Chaffer is released from prison in 2036, the judge says he will face five years of probation and have to report his location to authorities every 90 days, for the rest of his life.
